H.E. Noor bint Ali Alkhulaif was appointed as the Minister of Sustainable Development in 2022 and as the Chief Executive of the Bahrain Economic Development Board in 2024. In 2019, she served as the Assistant Undersecretary for Economic Affairs and prior to that, as the Director of the Information and Economic Indicators Directorate at the Ministry of Finance and National Economy.

H.E. started her career in the private sector as a statutory auditor and later assurance advisor with Deloitte LLP in the United Kingdom, where she worked for over 7 years.

Minister Alkhulaif holds a Master’s degree in Economics and a Bachelor’s degree in Mathematics and Economics from the London School of Economics and Political Science. She is a Chartered Accountant (ACA) certified by the Institute of Chartered Accountants in England and Wales (ICAEW) since 2011. She is also a recipient of the Bahrain Crown Prince International Scholarship Program.

H.E. Alkhulaif is a Trustee of the Isa bin Salman Education Charitable Trust, and a member of the Boards of the Central Bank of Bahrain, the Labour Fund (Tamkeen), Bahrain’s Sovereign Wealth Fund (Mumtalakat), the Higher Education Council and the University of Bahrain, among others.
